Buy the cleanser that matches the thing you need removed, not the one that matches your skin type. If you wear waterproof sunscreen or long-wear makeup, an oil or balm cleanser is the only format with published evidence behind that specific job: in a 20-participant study in the Journal of Cosmetic Dermatology, cleansing oil left 5.8% of a waterproof sunscreen behind, a foaming cleanser left 36.8%, and water alone left 59.3% (Chen et al., 2020). If you wear neither, one gentle cleanser is enough, and the American Academy of Dermatology's baseline routine is only three steps: cleanse, moisturize, protect (AAD).

Everything else on the shelf is a variation on two questions. Is the base oil or water? And which surfactants are doing the work? Six format names sit on top of those two variables, and this guide sorts them by how many real shopping problems each one solves.

Two variables decide everything, and only one is on the front panel

A cleanser has to do two chemically different things. It has to lift oil-soluble soil (sebum, sunscreen filters, pigment, silicone) and it has to leave with that soil when you rinse. Formats differ only in how they split that work.

Water-based cleansers use surfactants, molecules with a water-liking head and an oil-liking tail that assemble into micelles and carry oil away in the rinse water. The size mismatch is the point: micelles in a cleansing formulation are around 5 nm across, while a single skin cell on the surface is roughly 20 µm (Walters et al., Dermatology Research and Practice, 2012). Oil-based cleansers skip micellar capture on the way in and dissolve oily soil directly, then use an emulsifier so the whole mixture rinses.

That difference in mechanism is why surfactant choice, not format name, predicts how a cleanser treats your barrier. Harsh surfactants damage skin proteins and lipids, producing after-wash tightness, dryness, barrier damage and irritation, and the surfactants that irritate most are the ones that interact most strongly with skin protein (Ananthapadmanabhan et al., Dermatologic Therapy, 2004). Micelle surface charge is a large part of that story: strongly negative micelles from anionic surfactants are more aggressive at solubilizing protein, and blending in amphoteric surfactants lowers the charge and softens the effect (Walters et al., 2012).

The two-step architecture Korean brands sell is not just marketing. It is visible in the product-type list Korea's official legal information service publishes for cosmetics.

Foam cleansers, body cleansers, liquid soaps and solid facial cleansing bars are listed under 인체 세정용 제품류, the body-cleansing product category. Cleansing water, cleansing oil, cleansing lotion and cleansing cream are listed somewhere else entirely: under 기초화장용 제품류, the basic skin care category, grouped as makeup removers (Korea Ministry of Government Legislation, easylaw.go.kr).

So in Korean regulatory language, a cleansing oil is not a washing product at all. It is a remover that happens to be sold beside washing products. That is the cleanest way to understand what the market calls double cleansing: step one is a remover, step two is a wash. Whether you need both depends entirely on whether you have something to remove.

Two more label facts belong here. The word "soap" has a narrow regulatory meaning in the United States: to be regulated as soap, alkali salts of fatty acids must be the only material producing the cleaning action, and if the product contains synthetic detergents it is a cosmetic, not soap (FDA). And a cleanser that carries an acne treatment claim in the US is a drug, not a cosmetic, because whether a product is a cosmetic or a drug is determined by its intended use, and intended use is established by claims made on the labelling, in advertising, on the internet or in other promotional materials (FDA). In practice that means an acne cleanser sold in the US carries a Drug Facts panel naming an active ingredient at a stated percentage, and a Korean cleanser sold as a cosmetic does not.

The six formats, ranked

The ranking criterion is stated so you can disagree with it: how many distinct removal problems the format solves, weighted by whether published evidence or a regulator's guidance supports it in that role. It is not a ranking of quality, and it is not a ranking of which format you personally will like. A format low on this list can still be the right single purchase for you.

1. Cleansing oil

Solves: sunscreen removal, long-wear and waterproof makeup removal, first step for people who dislike the feel of balms.

Cleansing oil is the only cleanser format in this guide with a published, peer-reviewed result for the specific job most Korean skincare shoppers are actually buying a cleanser to do: getting sunscreen off. In the Chen study, 20 participants applied sunscreen and removed it three ways, with residue quantified from standardized facial photography.

Two things in that table change what you buy. First, water alone leaves more than half of either sunscreen on your face, which retires the idea that rinsing is adequate. Second, the gap between formats only opens up on the waterproof product. On the non-waterproof sunscreen the foaming cleanser and the oil were statistically indistinguishable from clean baseline skin, so the oil bought nothing.

The same study recorded dryness: 8 of the cleanser-group participants reported dry skin after washing, against 1 in the cleansing-oil group. Treat that as a signal, not a settled finding, at that sample size.

Honest limits: this is one study, 20 participants, one cleansing oil and one foaming cleanser. It says nothing about balms, creams, gels or micellar water, and nothing about how any specific product on sale performs.

2. Cleansing balm

Solves: the same jobs as cleansing oil, in a format that does not drip, spill in luggage, or run into the eyes as readily.

A balm is a cleansing oil that is solid at room temperature. You can confirm that from a published ingredient list rather than taking it on faith. Beauty of Joseon publishes the full list for its Radiance Cleansing Balm as: Cetyl Ethylhexanoate, Caprylic/Capric Triglyceride, PEG-20 Glyceryl Triisostearate, Synthetic Wax, PEG-10 Isostearate, Sorbitan Sesquioleate, and then plant oils and extracts, with water appearing ninth (Beauty of Joseon product page).

Read that list structurally. Two ester oils do the dissolving. A wax makes it solid. Three PEG- and sorbitan- entries are emulsifiers, which is what allows the balm to rinse instead of smearing. The maker describes the texture as moving from solid to oil on contact and states the product was assessed as non-irritating in a 24-hour human repeated insult patch test. Those are the maker's published claims, quoted as such.

Honest limits: no peer-reviewed study compares balms against cleansing oils for sunscreen or makeup removal. The mechanism is the same and the ingredient architecture is the same, but "should behave similarly" is an inference, not a measurement. Balms are ranked second rather than tied first purely because that evidence does not exist.

3. Low-foaming gel cleanser

Solves: the everyday wash, the morning wash, and the second step after an oil or balm, across the widest range of skin types.

This is the format most people should own if they own one cleanser. A gel gives you surfactant cleansing without the alkaline soap chemistry and without the heavy emollient residue of a cream. Cleveland Clinic's guidance points combination and oily skin toward water-based foaming cleansers and normal to dry skin toward gentle unscented water-based cleansers, which in practice is the gel-to-light-foam band (Cleveland Clinic).

Gels are also where Korean brands most often publish a pH figure, which lets you check a marketing claim against a number. COSRX publishes pH 5.31 ± 1.00 for its Low pH Good Morning Gel Cleanser, along with a full ingredient list whose first surfactants are Cocamidopropyl Betaine and Sodium Lauroyl Methyl Isethionate (COSRX product page). That is an amphoteric surfactant paired with a mild anionic one, which is the blend approach Walters describes for lowering micelle surface charge.

A caution on the "low pH" claim, because it is the most oversold phrase in this category. Natural skin surface pH averages about 4.7, below 5 (Lambers et al., Int J Cosmet Sci, 2006), and cleansing products at pH 4.0 to 5.0 may help maintain that acidity (Blaak and Staib, Curr Probl Dermatol, 2018). But matching skin pH does not by itself make a cleanser mild. A controlled forearm study found that cleansing systems built solely or predominantly on anionic surfactants can produce more dryness and irritation at skin pH than the same chemistry at neutral pH, and the authors concluded that pH parity "does not guarantee that it will be good for skin" because mildness is determined by how the surfactants interact with the stratum corneum under those pH conditions (Hawkins et al., Int J Cosmet Sci, 2021).

The practical version: a stated pH is useful information, but the surfactant list is the better predictor.

4. Cream or milk cleanser

Solves: dryness, tightness after washing, cold-weather routines, and skin that reacts to foam.

Cream cleansers carry a low surfactant load in an emollient base and are the format Cleveland Clinic names for dry and sensitive skin (Cleveland Clinic). AAD guidance for dry skin points the same direction from the other end, by describing what to avoid: deodorant soaps are too harsh for dry, sensitive skin, and dry skin should also avoid alcohol and fragrance. AAD adds a specific technique note worth reading twice, which is to apply enough cleanser to remove dirt and oil but not so much that you see a thick lather (AAD).

AAD's label advice for this group is also concrete: choose products labelled "fragrance-free" rather than "unscented," because unscented products can contain chemicals that mask other odors and those can irritate dry, sensitive skin.

Honest limits: cream cleansers are the format most likely to under-clean if you wear sunscreen, and no study in this guide measured a cream cleanser's removal performance. If you wear daily SPF and prefer creams, the honest configuration is a remover first and the cream as step two, or a cream on days you wore nothing.

5. Foam cleanser

Solves: oiliness and the sensation of being clean. It is also the most over-bought format in the category.

Foam is the format Korean shoppers reach for first and the one where the marketing most misleads. Two facts should reset expectations. Lather is not cleaning; foam volume tells you about the surfactant's air-water behaviour, not its ability to remove soil. And "strong" is the wrong target: AAD's oily skin guidance recommends a gentle foaming face wash and specifically warns that a face wash too harsh for the skin can irritate it and trigger increased oil production (AAD).

Within foam there is a real chemical split worth learning. Cleansers are built either on alkaline soaps or on the less barrier-damaging synthetic detergents known as syndets, and the lower irritation and dryness seen with syndets is linked to their reduced tendency to denature protein (Draelos, J Cosmet Dermatol, 2018;17:8-14). You can tell which one you are holding from the ingredient list. A list that pairs fatty acids (myristic, stearic, lauric, palmitic) with potassium hydroxide describes soap made during manufacture, which is precisely the alkali-salt-of-fatty-acids chemistry the FDA definition of soap describes. A list with isethionates, glycinates, glutamates, glucosides or betaines and no fatty-acid-plus-hydroxide pair is a syndet.

For acne-prone skin, AAD's cautions run against the harshest end of this format: be gentle, use a mild non-comedogenic cleanser, wash twice daily plus after sweating, and avoid astringents, rubbing alcohol and anything else that dries the skin out, because dry skin is irritated skin (AAD).

Honest limits: foam left 36.8% of waterproof sunscreen on the skin in the Chen study, and it was the arm where most participants reported post-wash dryness. If you wear waterproof SPF, foam alone is the wrong single purchase.

6. Micellar water

Solves: no-rinse removal, travel, low-water situations, and reactive skin that does not tolerate rinse-off washing.

Micellar water is purified water plus mild surfactants and moisturizers, and it does not need rinsing. Cleveland Clinic dermatologist Alok Vij, MD describes micelles as "a collection of molecules... little microscopic bubbles floating in water, so it doesn't even feel like a soapy solution," and identifies the format as useful across skin types including rosacea, atopic dermatitis and allergic contact dermatitis. Dr Vij also states its main limit plainly: with stage makeup or some waterproof cosmetics like mascara, "it may not get all of it off" (Cleveland Clinic).

It ranks last here not because it is a poor product but because it solves the fewest distinct problems: it is a removal format that cannot be relied on for the hardest removal jobs, and it is the format with the least published data of the six.

Honest limits: no study located for this guide measured how much surfactant remains on skin after a no-rinse micellar cleanse, or compared micellar water against a foaming cleanser for sunscreen removal. If you use micellar water over daily SPF, the honest answer is that nobody has published the number.

Double cleansing: the mechanism, and when it is a waste of money

The claim is that an oil-based step dissolves what water-based surfactants struggle with, and a water-based step then removes the oil and everything suspended in it. Cleveland Clinic describes exactly that sequence and confirms the first step is helpful for removing waterproof makeup and sunscreen (Cleveland Clinic).

It also says who does not need it. Dermatologist Jane Wu, MD is direct: "Double cleansing is usually not necessary. For most people, washing your face once thoroughly with a gentle cleanser is more than adequate." The same guidance flags that oil-based cleansers can trigger breakouts in acne-prone skin, and that overwashing "can lead to dryness, irritation and the breakdown of the skin barrier, which subsequently causes issues like breakouts and eczema."

Set against the Chen numbers, that resolves into a rule you can apply at the shelf:

  1. Wearing waterproof sunscreen or long-wear makeup? Two steps are justified. The 5.8% versus 36.8% residue gap is the whole argument.
  2. Wearing ordinary, non-waterproof sunscreen? One competent cleanser reached baseline in the study. A second step is optional comfort, not necessary removal.
  3. Wearing nothing? One step. AAD's frequency ceiling is twice a day plus after sweating (AAD).
  4. Acne-prone and considering an oil first step? Weigh it against the breakout caution above, and change one variable at a time.
  5. Any skin, evening only. Nothing in the guidance supports double cleansing in the morning on skin that slept in nothing but moisturizer.

Read the ingredient list, because the front panel is not required to help you

The format name on the front of a Korean cleanser is a marketing word. The ingredient list is a regulated document, and it is where the answer lives.

Where the ingredient list stops being informative, and this is the single most useful thing to know about reading one: ordering only holds down to 1 percent. US rules let a maker list ingredients above 1 percent in descending order and then everything at or below 1 percent in any order at all, with colour additives after that (21 CFR 701.3(f)). Korea's rule is the same in substance: ingredients are declared in descending order of content, except that ingredients used at 1 percent or less, along with fragrance and colourant, may be listed in any order (화장품법 시행규칙 별표 4, via easylaw.go.kr).

So the top five entries are real information and the tail is a set, not a ranking. A botanical extract in position 19 of a cleanser is present. Its concentration is not knowable from the label.

One allergen is worth naming because it appears in so many gentle Korean cleansers. Cocamidopropyl betaine is used widely precisely because it induces relatively mild skin irritation, but contact sensitization prevalence is estimated at between 3.0 and 7.2%, and rising sensitization rates led to its being named Allergen of the Year in 2004. Impurities from the manufacturing process, amidoamine and dimethylaminopropylamine, are thought to play a role rather than the surfactant itself (Jacob and Amini, Dermatitis, 2008). That is not a reason to avoid it. It is a reason to know the name if a mild-labelled cleanser keeps stinging.

Before committing any new cleanser to your face, AAD's test protocol is to apply it to a small area such as the inner arm twice a day for 7 to 10 days and stop if redness, itching or swelling appears (AAD).

What this guide cannot tell you

Stated plainly, because a shopping guide that hides its gaps is worse than a short one.

  • No product has been tested here. Every product mentioned is described only from its maker's published page, and every mechanism from a cited regulator, medical body or paper.
  • Balms, cream cleansers, gels and micellar water have no published removal data comparable to the Chen study. Their placement in this guide rests on shared mechanism and shared ingredient architecture, which is weaker than a measurement.
  • The Chen study is one study of 20 people using one oil and one foam. It should not be read as a general ranking of every product in each format.
  • No pH figures are given for formats. Most makers do not publish one, and the Hawkins result means a published figure would not settle mildness anyway.
  • No claim is made about how any format affects acne, eczema or rosacea outcomes. Cleveland Clinic's format-to-skin-type guidance is reported as guidance. Persistent stinging, burning, rash or worsening of an existing skin condition is a reason to see a dermatologist rather than to keep swapping cleansers.

Do I need to double cleanse if I only wear sunscreen?

It depends on whether the sunscreen is water-resistant. In the Chen study a foaming cleanser brought skin back to statistical baseline on non-waterproof sunscreen, but left 36.8% of a waterproof sunscreen behind, where cleansing oil left 5.8% (Chen et al., 2020). Check your sunscreen's label for a water-resistance statement first, then decide.

Is a "low pH" cleanser automatically gentler?
